人民公园原名少城公园，始建于一九一一年，是中国近代最早的公园之一，也是四川近代第一座公园。清宣统三年（一九一一年），驻防成都的将军玉昆，为解决因朝廷筹备立宪，废除旗米供给制度，使旗民生活日渐窘迫之困境，与四川省劝业道道台周善培于祠堂街兴建公园，开放少城（满城），唯许旗民于园内开业谋生，并收门票，任人游观。
